Increases the base student allocation for state funding of public education from $5,480 to $5,481 per student.

Repeals sections 9 and 10 of chapter 9, SLA 2008, which contained alternative effective dates for education funding provisions.

Amends sections 13 and 14 of chapter 9, SLA 2008, to modify effective dates so that Section 5 takes effect July 1, 2009, and Section 6 takes effect July 1, 2010.

Makes sections 2, 4, and 5 of this Act retroactive to July 1, 2009, if section 2 takes effect after that date.

Takes effect July 1, 2009.
