HB 105 Summary

• Creates a state training and employment program through the Department of Labor and Workforce Development to provide grants to eligible entities offering training and employment assistance services.

• Expands eligibility to include workers with seasonal, temporary, part-time, or marginal employment history, workers with insufficient qualifying wages, and underemployed workers needing assistance to obtain full employment.

• Authorizes grant recipients to fund industry-specific training, on-the-job training (including registered apprenticeships), classroom training, support services, tools, work clothing, and other assistance necessary for participants to obtain or retain employment.

• Establishes joint implementation by the Department and the state training and employment board, including annual priority-setting, grant evaluation, and reporting requirements; limits administrative costs to 20 percent of annual appropriations or the federal limit, whichever is less.

• Takes effect immediately and repeals previous training and employment program provisions.
