Allows benefit recipients to voluntarily authorize deduction of annual dues from their benefits to pay retirement organization membership fees through written authorization on an administrator-approved form.

Authorizations remain in effect until the recipient revokes them in writing, with revocation becoming effective upon administrator receipt.

Defines "retirement organization" as organizations representing benefit recipients that are affiliated with employee organizations under AS 23.40.070 - 23.40.260.

Permits the administrator to assess reasonable administrative fees by regulation to compensate the system for administering the dues deduction process.

Takes effect October 1, 2009.
