Directs the Department of Commerce, Community, and Economic Development to establish and maintain a registry of professional foresters for those who meet specified qualifications.

Allows registration for individuals who are certified foresters with the Society of American Foresters or hold a bachelor of science degree from an accredited forestry school with at least three years of employment as a forester.

Requires the Department of Commerce, Community, and Economic Development to develop an application form for registry requests.

Amends the Board of Forestry membership composition to specify that the professional forester member must be "associated with a national organization of foresters."

Assigns the Department of Commerce, Community, and Economic Development responsibility to maintain the professional foresters registry as a departmental duty.
