Authorizes negotiation for lease, sale, or disposal of state land with contract carriers engaged in intrastate natural gas pipeline transportation, licensed public utilities, and licensed common carriers.

Defines "contract carrier" as a person that owns or operates a pipeline where natural gas transport is negotiated by individual contracts or agreements.

Allows the Regulatory Commission of Alaska to authorize persons to own or operate intrastate natural gas pipelines as contract carriers.

Requires pipeline lessees to operate as common carriers or contract carriers, accept and transport natural gas without discrimination, maintain records, provide connections, and allow state access to property and records.

Expands pipeline definition in state law to explicitly include contract carriers engaged in intrastate natural gas transportation alongside common carriers.
