Authorizes municipalities with areas failing to meet federal or state air quality standards for fine particles (2.5 micrometers or less in diameter) to provide property tax credits by ordinance.

Credits offset a portion of property taxes for properties improved in ways that aid air quality during the immediately preceding tax year.

Municipalities must establish eligibility requirements, conditions, and other criteria for the credit through ordinance adoption.

The authorization expires and the statute is repealed on January 1, 2016.
