Increases Statewide Suicide Prevention Council membership from 15 to 16 members by adding one public member position.

Makes legislative appointees (2 senators and 2 representatives) nonvoting members of the council.

Establishes 7 voting members as a quorum for conducting council business.

Extends the council's termination date from June 30, 2009 to June 30, 2013.

Modifies council member qualifications to specify one member must be a secondary school employee and one must be a student enrolled in grades 9-12.
