Changes fiscal note requirement from "utilized" to "used" when describing fund sources and modifies formal information requirements to include electronic mail address alongside telephone number.

Expands AS 24.08.050 to allow groups of members or members-elect to request measures for prefiling as joint prime sponsors with the Legislative Affairs Agency before January 1.

Replaces term "bills" with "measures" throughout AS 24.08.060 and AS 24.08.050 to provide more comprehensive language for legislative proposals.

Requires fiscal notes to be submitted to the Division of Legislative Finance with copies sent to the prime sponsor or all joint prime sponsors, the requesting committee, and the office of management and budget.
