CSHB 132(TRA) - Safe Bicycle Ridership Program

• Authorizes Alaska municipalities to establish programs encouraging safe bicycle use, including distribution and maintenance of bicycles, helmets, facilities, and trailers.

• Creates a state grant program administered by the Department of Transportation and Public Facilities allowing municipalities and nonprofit organizations to apply for financial assistance to purchase, maintain, and repair bicycles and related equipment.

• Establishes a dedicated fund for the grant program consisting of legislative appropriations, gifts, bequests, contributions, and federal money, with the Department of Revenue serving as fiduciary.

• Requires the commissioner to appoint a program administrator responsible for educating communities about the program, evaluating grant applications, and awarding grants to qualified applicants, with priority given to entities actively promoting safe bicycling.

• Mandates the Department of Transportation and Public Facilities survey program recipients by December 31, 2010, and submit an evaluation report with recommendations to the legislature by December 31, 2011.
