Establishes the Alaska Traffic Manual as the statutory standard for all traffic control devices on highways and bicycle trails open to public travel, consisting of a Manual on Uniform Traffic Control Devices and an Alaska supplement approved by the Federal Highway Administration.

Limits liability claims against the state, municipalities, and public entities for traffic control device failures to only those based on violations of mandatory provisions (designated by "shall") in the Alaska Traffic Manual.

Overrules the portion of Guerrero v. Alaska Housing Finance Corp. (2005) related to the Alaska Traffic Manual's legal requirements for traffic control device installation.

Replaces statutory references to "marking," "posting," and "signals" with uniform terminology of "traffic control devices" throughout relevant highway code sections.

Clarifies that municipalities may only place or maintain traffic control devices on state highways with written department authorization and allows the department and municipalities to make design modifications beyond manual specifications.
