HB 141 Summary

• Enacts the Interstate Compact for Juveniles to establish interstate cooperation for supervision and return of juvenile offenders, delinquents, and status offenders who abscond or escape from supervision.

• Creates an Interstate Commission for Juveniles with authority to promulgate rules with force of law in member states, oversee interstate juvenile movement, and enforce compliance through dispute resolution and penalties.

• Increases State Council for Interstate Adult and Juvenile Offender Supervision membership from seven to nine members, adding the Commissioner of Health and Social Services and the compact administrator appointed under the juvenile compact.

• Establishes a juvenile compact administrator position designated by the Commissioner of Health and Social Services to manage Alaska's participation in the Interstate Compact for Juveniles.

• Takes effect conditionally when at least 34 states other than Alaska ratify the Interstate Compact for Juveniles, or July 1, 2009, whichever is later.
