Establishes an energy efficiency grant fund in the Alaska Housing Finance Corporation to provide grants to municipalities, school districts, unincorporated communities, and the University of Alaska for energy efficiency improvements and construction projects.

Requires new construction projects funded through the grant program to comply with the International Energy Conservation Code or Leadership in Energy and Environmental Design standards.

Directs the Department of Transportation and Public Facilities to prepare and adopt a state energy use reduction plan for all state facilities, beginning one year after the act's effective date.

Requires agencies requesting $1,000,000 or more for capital improvements to submit recent energy audit reports, energy efficiency improvement proposals, and cost-savings analyses to the legislature.

Authorizes the department to enter into performance energy contracts where payment is conditional on achieving specified energy savings, with cost recovery over a 15-year period following project completion.
