Prohibits persons under 18 years of age from using cellular telephones while driving a motor vehicle on any highway or vehicular way or area

Prevents peace officers from stopping or detaining a vehicle solely to check compliance with the cellular phone prohibition, or issuing citations for this violation unless authorized to stop the vehicle for other traffic law violations

Classifies violations as infractions with penalties provided under AS 28.90.010

Takes effect July 1, 2009
