Exempts municipal service area boards established under AS 29.35.450 - 29.35.490 from open meeting requirements when conducting meetings that are solely administrative or managerial in nature.

Adds a new subsection (8) to AS 44.62.310(d) establishing the exemption for municipal service area boards' administrative and managerial meetings.

Amends the definition of "meeting" in AS 44.62.310(h)(2) to add a new subsection (8) clarifying that meetings of municipal service area boards on administrative or managerial matters are not subject to public meeting requirements.

Changes the conjunction in subsection (7) from "OR" to "or" and adds the new municipal service area board exemption as subsection (8).
