Authorizes the Department of Transportation and Public Facilities to apply for and expend funds from the American Recovery and Reinvestment Act of 2009 from specified federal agencies.

Directs the department to apply for funds from Department of Homeland Security agencies: United States Customs and Border Protection, Transportation Security Administration, United States Coast Guard, and Federal Emergency Management Agency.

Directs the department to apply for funds from Department of Transportation agencies: Office of the Secretary, Federal Aviation Administration, Federal Highway Administration, Federal Transit Administration, and Maritime Administration.

Instructs the department to maximize available funding while acknowledging that the Department of Transportation may have discretion in allocating funds under the Recovery Act.

Takes effect immediately upon enactment.
