Amends AS 29.35.050 to allow municipalities that own or operate landfills or dumping areas to partially or totally exempt disposal fees for waste material from substantial rehabilitation, renovation, demolition, removal, or replacement of structures on deteriorated property.

Municipalities may apply exemptions selectively to some or all types of deteriorated property through local ordinance.

Requires municipal ordinances adopting fee exemptions to include specific eligibility requirements and mandate written applications for exemption requests.

Defines "deteriorated property" by reference to AS 29.45.050.

Applies to both home rule and general law municipalities in Alaska.
