Extends the deadline for legislature to enact a bill disapproving all State Officers Compensation Commission recommendations from 60 days to one year after submission.

Delays when legislator compensation recommendations become effective from the next regular legislative session to the second regular legislative session following submission.

Delays when governor, lieutenant governor, and principal executive department head compensation recommendations become effective from the first fiscal year to the second fiscal year following submission.

Maintains requirement that a bill disapproving all recommendations must be enacted to prevent them from taking effect, even if fully funded by appropriation.

Takes effect immediately upon enactment.
