Increases the base student allocation for Alaska public schools from $5,780 to $5,880 per student, effective July 1, 2011.

Sets an interim base student allocation of $5,780 for the 2010-2011 school year, retroactive to July 1, 2010 if Section 2 takes effect after that date.

Repeals and reenacts Section 10 of Chapter 9, SLA 2008 to establish the $5,780 interim allocation before the permanent increase to $5,880.

Section 3 providing retroactivity provisions takes effect immediately upon passage.
