Directs Alaska Permanent Fund Corporation to transfer $22,700,000 from the mental health trust fund principal to a separate trust land development account for revenue-producing facility development.

Authorizes issuance of certificates of participation up to $22,700,000 for construction of the Alaska Mental Health Trust Authority Subport Office Building in Juneau, with total estimated cost of $45,400,000.

Authorizes Department of Administration to lease all or part of the Subport Office Building from the Mental Health Trust Authority under two separate lease agreements: one for 20 years at estimated annual rent of $1,759,802, and one for 30 years at estimated annual rent of $3,665,000.

Authorizes Alaska Housing Finance Corporation to acquire the Anchorage building it currently occupies for no more than $14,500,000.

Act takes effect immediately upon enactment.
