Commissioner shall establish special designations in regulation for varying levels of trauma care provided by certified trauma centers based on nationally recognized standards and procedures.

Creates the trauma care fund to compensate certified trauma centers that receive special designations and achieve or maintain the highest appropriate level of trauma care designation.

Fund consists of legislative appropriations, donations, recoveries or reimbursements for awards, fund income, and other program receipts; appropriations do not lapse.

Commissioner administers the fund and establishes compensation standards with funding priorities for designated trauma centers; may seek advice from a special committee on statewide trauma care standards.

Commissioner may not provide more than 25 percent of total fund assets including earnings in a fiscal year to any single trauma center.
