Raises the minimum age to purchase, sell, exchange, or possess tobacco products from 19 to 21 years old throughout Alaska.

Makes it illegal for persons to negligently sell tobacco products to anyone under 21, and prohibits persons under 21 from knowingly possessing tobacco products.

Exempts prisoners at adult correctional facilities from the prohibition on possession of tobacco products.

Updates warning sign requirements for tobacco retailers to reflect the new minimum age of 21 and maintains existing vending machine restrictions in licensed alcohol establishments and private workplaces.

Applies the age restriction to minors accused of violating tobacco possession laws, requiring them to be prosecuted in district court as adults with parental/guardian presence required.
