Adds $1,200 to the 2009 permanent fund dividend for individuals who did not receive a 2008 permanent fund dividend.

Allows eligible individuals to elect not to receive the $1,200 rebate or to receive only the $1,200 rebate without the remainder of the 2009 dividend, with notice to Department of Revenue required by March 31, 2009.

Requires transfer of necessary funds from the general fund to the dividend fund to pay for the resource rebates, subject to appropriation.

Mandates that checks and pay warrants for permanent fund dividends include a bold statement notifying recipients that the payment includes a one-time $1,200 resource rebate.

Takes effect immediately upon enactment.
