Amends the required local participating share percentages for municipal school districts receiving state construction or major maintenance grants based on full value per average daily membership (ADM).

Reduces the participating share requirement for districts with $275,001-$500,000 full value per ADM from 30 percent to 20 percent, and adds a new 30 percent tier for districts with $500,001-$800,000 full value per ADM.

Updates AS 14.11.100(a) to reference "the former participating share amounts required under AS 14.11.008(b)" in subsection (15) regarding bond debt reimbursement requirements.

Makes the amendments retroactively applicable to appropriations made under AS 37.05.560 or grants approved under AS 14.11.008(a) on or after April 1, 2008.

Section 3 of the Act takes effect immediately; other provisions take effect on an unspecified date.
