Creates new section AS 16.05.839 requiring the Board of Fisheries and Board of Game to manage land under their authority to prevent any net loss of acreage available for sport, subsistence, and commercial fishing, sport and subsistence hunting, and trapping opportunities.

Requires the commissioner of fish and game to submit an annual report to the legislature by March 31 describing land closed to fishing, hunting, and trapping during the previous year with reasons for closures, and land opened to comply with the no-net-loss-of-acreage requirement.

Amends AS 38.04.065 to require the Department of Natural Resources to keep its managed lands open for sport, subsistence, and commercial fishing, sport and subsistence hunting, and trapping unless closed for public safety, fish or game management, homeland security, or as required by law.

Directs the Department of Natural Resources to manage lands to support, promote, and enhance fishing, hunting, and trapping opportunities to the extent authorized by state law, while preventing net loss of available acreage for these activities.

Requires the Department of Natural Resources commissioner to submit an annual report by March 31 describing lands closed to fishing, hunting, and trapping during the previous year and lands opened to maintain the no-net-loss standard.
