• Amends AS 14.40.253 to increase the annual payment threshold requiring University of Alaska to notify the legislature before entering into financing obligations from $1,000,000 to $2,500,000

• University must provide notice to the legislature if it intends to enter into an obligation with anticipated annual payments exceeding $2,500,000, except for refinancing obligations

• Notice must include the anticipated annual payment amount, anticipated financing method, and total construction, acquisition, or other project costs

• University cannot enter into a financing obligation requiring notice unless the project has been approved by the legislature through law, with appropriations alone not constituting such approval

• Refinancing obligations are exempt from the notice and approval requirements
