• Removes restrictions on nuclear facility siting permits by repealing requirements for municipal approval and gubernatorial approval, leaving only Department of Environmental Conservation regulations for permit issuance.

• Expands the definition of "power project" in rural and statewide energy programs to include nuclear energy production, removing the existing exclusion of nuclear energy.

• Allows nuclear fuel to be included as an eligible energy source under the alternative energy revolving loan fund and broadens definitions of "alternative energy system" to permit dependence on nuclear fuel.

• Repeals AS 18.45.027 and takes effect immediately upon passage.
