Amends Alaska statute to allow low-speed vehicle operation on highways with maximum speed limits of 45 miles per hour in municipalities with populations less than 35,000 that are not connected by road to Anchorage or Fairbanks, if the municipality has passed an ordinance authorizing such operation.

Permits low-speed vehicle operation on highways with 45 mile-per-hour speed limits in unorganized borough areas outside cities that are not connected by road to Anchorage or Fairbanks.

Requires low-speed vehicles to only cross highways at intersections where both the approaching highway and the crossing highway are eligible for low-speed vehicle operation under this section.

Maintains the existing prohibition on low-speed vehicle operation on highways with maximum speed limits exceeding 35 miles per hour, except where specifically authorized by the new provisions.
