Mandates local school governing body approval of monitoring plans to track student participation and progress, along with proctored assessments required by state law.

Allows virtual charter schools to reimburse Internet service costs and contract with public or private educational entities for materials, facilities, and special education services.

Excludes part-time virtual charter school students from district ADM (Average Daily Membership) counts and lowers the ADM threshold for charter and alternative schools to be counted as separate schools from 150 to 140 students.
