Requires the commissioner of natural resources and commissioner of fish and game to jointly prepare and maintain an annual list identifying private land along fishing waterways where public access is impeded, covering at least 2 but not more than 5 meander miles.

Mandates submission of an acquisition plan to the legislature before February 1 of each odd-numbered year to acquire public access to fishing waterways through trade or purchase from willing landowners.

Allows landowners granting easements for public fishing access to develop their land subject to the easement rights granted.

Requires commissioners to specifically consider Montana Creek upstream of the Parks Highway, Anchor River, and Deep Creek on the Kenai Peninsula for inclusion in the access plan.

Prohibits the commissioner from obtaining property interests in land unless equivalent acreage of state land is made available for private disposal under AS 38.05.050 in the same calendar year, and authorizes closure or restriction of acquired access if necessary to protect habitat.
