Requires healthcare personnel filing a fetal death registration to advise parents of the option to request a certificate of birth resulting in stillbirth and provide bureau contact information.

Parents may request a certificate of birth resulting in stillbirth and provide a name for placement on it; if no name is provided, the certificate shows "baby boy" or "baby girl" with the parent's last name.

The certificate of birth resulting in stillbirth must include the state file number of the corresponding fetal death certificate and must contain the phrase "not proof of live birth."

The bureau may not use the certificate to calculate live birth statistics, and parents may request the certificate regardless of when the fetal death certificate was issued.

The department shall prescribe the form and content of the certificate and may adopt regulations needed to implement the law.
