• Amends AS 18.65.700(d) to change when concealed handgun permits expire from a fixed five-year period to expiration on the permit holder's birthday in the fifth year following issuance.

• Allows the department to adjust the length of initial permits to ensure no permit is issued for more than five years.

• Applies only to permits issued and renewed after the effective date of the Act.
