• Designates Kinzarof Lagoon near Cold Bay as part of the Izembek State Game Refuge by adding specific state land and water parcels to the refuge.

• Authorizes the Department of Natural Resources to exchange approximately 43,000 acres of state land adjacent to the Izembek National Wildlife Refuge and within the Alaska Peninsula National Wildlife Refuge to the federal government.

• State receives approximately 206 acres of federal land within the Izembek National Wildlife Refuge to serve as a road corridor between King Cove and Cold Bay, plus 1,600 acres on Sitkinak Island near Kodiak.

• Land exchange is not subject to Alaska land valuation or equalization requirements and is authorized under the federal Omnibus Public Land Management Act of 2009 (P.L. 111-11).

• All provisions are conditional on the U.S. Secretary of the Interior determining the exchange is in the public interest; if the federal exchange is voided, affected lands revert to their previous management and ownership status.
