Modifies Alaska unemployment insurance law to comply with federal economic stimulus bill requirements by redefining the "base period" for determining unemployment benefit eligibility.

Allows use of the four most recently completed calendar quarters before the benefit year start if an individual would otherwise be ineligible under the standard base period definition (first four of the last five completed quarters).

Legislature finds that amending state law is necessary to qualify Alaska for additional federal economic stimulus funding to address needs of unemployed workers and employers.

Takes effect immediately upon passage under Alaska Statute 01.10.070(c).
