Establishes a new Department of Energy as a principal state department and designates it as the state's energy office for federal Department of Energy funds.

Transfers the Alaska Energy Authority and Alaska Natural Gas Authority from the Department of Commerce, Community, and Economic Development to the new Department of Energy.

Transfers home energy conservation and weatherization programs, including the home energy loan program and rural capital retrofit program, to the Department of Energy.

Restructures the Alaska Energy Authority board to include the commissioner of revenue, commissioner of energy, one governor-appointed department head, and two public members appointed by the governor.

Prohibits the Department of Energy from counting Alaska longevity bonus payments or permanent fund dividends as income when determining eligibility for state and federally-funded energy conservation or weatherization programs.
