Requires independent contractor subcontractors with no employees to secure workers' compensation payment coverage under specified Alaska statutes (AS 23.30.041, 23.30.050, 23.30.095, 23.30.145, and 23.30.180-23.30.215).

Makes the hiring contractor liable for securing workers' compensation coverage if the subcontractor fails to do so.

Makes the project owner liable for securing workers' compensation coverage if both the subcontractor and contractor fail to do so.

Holds subcontractors liable to contractors for any additional premiums the contractor incurs due to the subcontractor's failure to secure workers' compensation payment.
