Authorizes the Alaska Department of Commerce to participate in the federal Nationwide Mortgage Licensing System and Registry established under 12 U.S.C. 5102 (Secure and Fair Enforcement for Mortgage Licensing Act of 2008).

Allows the department to adopt emergency regulations under the Administrative Procedure Act to implement state participation, including regulations for assessing participation fees.

Overrides any conflicting state law provisions to permit necessary actions for the state to join the national system.

Sunsets the authorization on July 1, 2014, requiring legislative action to extend the state's participation beyond that date.

Takes effect immediately upon enactment.
