Establishes the Holitna River Basin Hunting, Fishing, and Trapping Reserve encompassing state-owned land and water within the Holitna River and Hoholitna River watersheds.

Reserve purposes include managing fish and wildlife populations to perpetuate subsistence, commercial, and human consumptive uses while implementing maximum use, sustained yield, and common use principles.

Authorizes the Department of Fish and Game and Boards of Fisheries and Game to control predation, adjust predator-prey ratios, and conduct management actions to maintain historical harvest levels and healthy wildlife populations.

Permits public access by boat, aircraft, dog team, snow machine, and all-terrain vehicle subject to regulation; guarantees private property access through established corridors; prohibits eminent domain takings of private land within the reserve.

Takes effect immediately upon passage.
