• Conveys 12 specific parcels of state land to the University of Alaska by January 1, 2010, including the Parking Garage, Old State Court Building, Poker Flat facilities, and research stations.

• Establishes a University Research Forest to be conveyed to the university as soon as practicable after June 30, 2055, for advancing forest research, ecology, wildlife management, and recreation.

• Removes land income from the endowment trust fund and makes it subject to annual legislative appropriation as "university receipts" to comply with Alaska Supreme Court Opinion No. 6344.

• Requires the university to seek public comment on land development and disposal plans, offer first refusal to municipalities before sales, and allow reasonable public activities on conveyed land.

• Allows the university to reconvey land within 10 years if it contains hazardous waste, historic/archaeological sites, or if mutually agreed to be in the state and university's best interests.
