• Alaska Commission on Postsecondary Education must fund at least five students annually in four-year programs for dentistry, optometry, and pharmacy through the Western Regional Higher Education Compact.

• Professional Student Exchange Program participants must repay state-provided financial support under terms consistent with AS 14.43.510, removing previous interest requirement language.

• Program participants may receive five percent annual loan forgiveness for up to five years if they are state residents, practice in a covered field for at least 750 hours annually, and maintain professional licensure in good standing.

• Participants serving underserved populations in designated areas or providing medical assistance services representing at least five percent of billing may qualify for ten percent annual loan forgiveness instead.

• Total aggregate loan forgiveness benefits cannot exceed 50 percent of the original principal borrowed under the Professional Student Exchange Program.
