Requires the governor to call a special election to fill a state legislature vacancy within 60-90 days of the vacancy, except when the vacancy occurs fewer than 60 days before or on/after the primary election in a general election year.

Allows legislators to solicit and accept campaign contributions for a special election vacancy on any day the legislature is in session, starting from the proclamation date of the special election.

Changes nomination procedures for special elections based on timing: if vacancy occurs 60+ days before the primary filing date, general election nomination procedures apply; if fewer than 60 days before, candidates are nominated by petition with a 21-day deadline.

Applies general election rules to special elections regarding voter qualifications, election administration, ballot procedures, and vote counting unless specifically superseded.

Repeals outdated statutory sections (AS 15.40.320-390) related to previous special election procedures and replaces them with new provisions under AS 15.40.321.
