Delays payment of all legislator salaries beginning March 1 if the K-12 public education operating budget for the next fiscal year has not been adopted by the legislature.

Resumes delayed salary payments and normal payment schedules immediately after the education operating budget is adopted by both houses.

Eliminates per diem payments for all legislators beginning March 1 if the K-12 education operating budget has not been adopted.

Restores per diem payment eligibility the day after the education operating budget is adopted by both houses, but legislators cannot receive per diem for the period from March 1 until budget adoption.
