Establishes a diesel plant energy efficiency loan and grant fund within the authority, funded through appropriations, gifts, bequests, contributions, and federal money.

Authorizes the authority to make loans or grants to diesel plants serving municipalities or unincorporated communities with populations under 7,500 for energy efficiency upgrades.

Requires that projects must achieve cost savings exceeding the loan or grant amount within 15 years of the loan or grant date to be eligible for consideration.

Prioritizes applicants proposing the shortest timeframe for achieving cost savings in excess of the amount of the loan or grant received.

Requires the authority to adopt regulations necessary to implement the fund's provisions.
