Establishes a five percent bid preference for Alaska veterans-owned businesses in state procurement, with a maximum preference value of $5,000.

Defines "qualifying entity" as a sole proprietorship owned by an Alaska veteran, a partnership where a majority of partners are Alaska veterans, an LLC where a majority of members are Alaska veterans, or a corporation wholly owned by individuals where a majority are Alaska veterans.

Requires bidders to qualify as Alaska bidders and adds value by actually performing, controlling, managing, and supervising a significant part of services, or having sold similar supplies to other state agencies, governments, or the general public.

Defines "Alaska veteran" as a state resident who served in the U.S. armed forces (including reserves), Alaska Territorial Guard, Alaska Army National Guard, Alaska Air National Guard, or Alaska Naval Militia, and was separated from service under non-dishonorable conditions.

Makes the veteran preference an additional benefit that stacks with other applicable procurement preferences.
