Amends AS 42.05.711(k) to remove the exemption for cable television utilities from state regulation, making them subject to general utility regulations unless subscribers petition the commission otherwise

Adds new Article 7 to AS 42.30 establishing requirements for cable television service providers in Alaska

Requires cable television providers to offer consumers the ability to purchase individual channels or programs on an à la carte basis, in addition to any bundled packages they choose to offer

Mandates that individual channel or program selections must be available from among all channels or programs the provider offers
