Adds new section 19.05.075 to Alaska Statutes requiring the state to vacate easements along state highway right-of-ways at no cost when the easement exceeds other easements in the area and extends beyond current highway needs.

Private landowners may apply to the state department to release all or part of an easement that meets the conditions specified in the statute.

State retains the right to reacquire any vacated easement for future highway needs at no cost to the state.

Landowners cannot receive compensation for improvements made to land if the state reacquires the easement in the future.

Requires the state department to adopt regulations and implement procedures for the vacation and reacquisition of easements under this new authority.
