Amends AS 08.54.600(c) to add regulation of clients of big game hunting services allowed in guide use areas to the Big Game Commercial Services Board's authority.

Changes AS 08.54.750(g) from permissive language ("may") to mandatory language ("shall") requiring the board to establish transporter use areas that match the geographic boundaries of guide use areas.

Eliminates the exemption in AS 08.54.790(10) for air taxi operators and air carriers where big game hunter transportation is only incidental to their business, removing criteria about usual tariffs and advertising restrictions.

Retains the exemption for aircraft carriage of big game hunters and equipment on nonstop flights between Alaska airports listed in the Federal Aviation Administration's Airmen's Guide.
