Extends the deadline for recording a claim of lien from 90 days to 120 days after a claimant completes a construction contract or ceases furnishing labor, material, services, or equipment.

Extends the payment validity period from 90 days to 120 days from building completion for owner payments to prime contractors or subcontractors to be valid against liens of other claimants.

Requires that owner payments made before the 120-day period be distributed among all other claimants to be valid against their liens, with partial distributions only valid to the extent distributed.

Applies the amended time periods only to liens for labor, material, service, or equipment furnished on or after the effective date of the act.
