Amends AS 39.52.340(a) to add the complainant to the list of parties required to maintain confidentiality regarding the existence of an ethics investigation.

Creates a new subsection (d) requiring persons filing ethics complaints to keep confidential both the filing of the complaint and its contents, except as required by law or permitted under the ethics statute.

Mandates the attorney general to immediately dismiss any complaint if the complainant violates confidentiality provisions of the Alaska Executive Branch Ethics Act.

Preserves the right of any other person to file a complaint based on the same facts if the original complainant's complaint is dismissed for breach of confidentiality.
