Requires persons filing ethics complaints to keep confidential the filing and contents of the complaint, except as required by law or permitted by AS 39.52.340.

Establishes automatic dismissal of complaints if the attorney general determines the complainant violated confidentiality provisions, though other parties may still file complaints based on the same facts.

Allows complainants to disclose complaint details after an accusation is served on the accused, removing confidentiality restrictions at that stage.

Requires the attorney general to promptly notify both the complainant and complaint subject when a complaint is dismissed or an accusation is served.

Applies to all complaints filed under AS 39.52 on or after the effective date of the Act.
