Amends AS 19.40.210 to allow snow machine use within five miles of the James Dalton Highway corridor, specifically to cross the highway and access land on the opposite side of the corridor.

Prohibits snow machine use that begins or ends within the corridor, occurs parallel to the highway right-of-way, or is for any other purpose besides crossing to access land outside the corridor.

Requires annual permits from the department for snow machine use under this exception, issued at no fee, with the department maintaining an accurate count of permits issued.

Establishes a maximum fine of $375 for violation of the permit requirement.

Permit requirement and penalty provisions expire May 1, 2012, with the broader authorization for snow machine crossing taking effect on that same date.
